Motion 1: Definition of the Faculty of SUNY Geneseo

Whereas the Policies of the SUNY Board of Trustees (Article II §1) define the categories of employee positions in the following way, shown hierarchically:

Professional Staff (all those in the unclassified service; see job titles at http://www.suny.edu/hr/compensation/UCTitleAlphOrder.cfm )

Academic Staff (job titles including the words professor, instructor, lecturer, or librarian)

Academic Employees (in Professional Services Negotiating Unit, i.e. UUP)

Continuing appointments (full-time)

Term appointments (full-time or part-time)

Temporary appointments (full-time or part-time)

Other Academic Staff (generally in Managerial/Confidential appointments)

Professional Employees (all others in Professional Services Negotiating Unit)

Permanent appointments (full-time)

Probationary appointments (full-time or part-time)

Term appointments (full-time or part-time)

Temporary appointments (full-time or part-time)

Whereas the Trustees Policies allow the college Constitution to define who is included in the voting faculty (beyond a required core group including the president and SUNY Chancellor) (Policies Article X §3) and in the nonvoting faculty (Policies Article X §1),

Whereas the SUNY Geneseo Faculty Constitution currently further divides the faculty into the teaching faculty and administrative faculty, but is imprecise in its definition of the latter, and fails to distinguish between voting and nonvoting faculty,

Whereas examples of positions in the administrative faculty, unchanged by the following amendments, include CIT, Intercollegiate Athletics, and College Advancement,

Whereas examples of positions in the nonvoting faculty, unchanged but made explicit by the following amendments, include all temporary part-time appointments,

Whereas defining of the Faculty of the College is a separate matter from describing the College Senate (which includes non-faculty representation),

Be it moved to amend the Constitution of the Faculty of SUNY Geneseo, Article II Section 1, by making the following deletions (indicated with strike-out text) and additions (indicated with underlined text).

CONSTITUTION ARTICLE II: PURPOSES AND POWERS OF THE GOVERNING BODIES

Section 1: The Faculty.

a. The Faculty voting faculty of SUNY College at Geneseo shall be the assembly of the teaching and administrative faculty, the president of the college, and the Chancellor of SUNY.

b. The teaching faculty shall comprise all full-time and term appointment part-time academic employees (those in the Professional Services Negotiating Unit holding academic or qualified academic rank) whose primary responsibility lies within an academic department or school of the College or the library. Excluded from the teaching faculty are those Chairs and Deans who have twelve-month appointments and occupy administrative budget lines.

c. The administrative faculty shall comprise all full time and term appointment part-time professional employees (those in the Professional Services Negotiating Unit holding neither academic nor qualified academic rank).

d. The non-voting faculty shall comprise all other members of the academic staff (those holding academic or qualified academic rank).

e. Membership in the faculty shall be determined by records maintained by Human Resources.

f. The Faculty It shall be empowered to ratify constitutional amendments, to decide matters brought to it by referendum, and to decide matters referred to the faculty-at-large by the President of the College or by the College Senate.

1 For purposes of this Constitution the phrase "Teaching Faculty" refers to full-time and term appointment part-time faculty holding academic or qualified academic rank whose primary responsibility lies within an academic department or division of the College. Also included for purposes of this Constitution as "Teaching Faculty" are those full-time and term appointment part-time librarians holding the rank of Librarian, Associate Librarian, Senior Assistant Librarian, or Assistant Librarian. Excluded from the teaching faculty are those Chairs and Deans who have twelve-month appointments and occupy administrative budget lines. The phrase "administrative faculty" refers to full time and term appointment part-time faculty, including Student Affairs, whose primary responsibilities do not lie within an academic department or division of the College. Part-time appointment status shall be determined by the provisions of the Policies of the Board of Trustees, Article XI, Title D2(a).
