Creating a blog...
Find a blogging tool you feel comfortable using. There are several products on the web and many are free. Some do require a fee, so be sure to investigate before downloading software. RSS is a popular way to track the contents of web sites. (Librarians' Index to the Internet has a great list of RSS resources.)

 
RSS News Readers/News Aggregators
A news aggregator "translates" the RSS feed written in XML format and allows you to view it in your own reader/aggregator. 2rss.com and Wikipedia have links to more news aggregators.
