Training and Development Opportunities

When is training effective?

Sometimes the agreed upon solution after a counseling session is to give the employee more training. Yet, sometimes training may not be the best solution for a particular employee. It is important to recognized which employees will benefit from training and those that will not. This will prevent the loss of valuable time and resources that could be used somewhere else.

Training helps solve problems and improve performance when:

  1. The employee wants to learn and sees it as beneficial (appropriate attitude toward new information or change ).
  2. There is a need for increased job knowledge because of a change in the job or a deficiency in ability to meet performance standards (lacks the level of skill to perform the job efficiently).

This chart outlines four general types of employees you will face, in terms of attitude and job knowledge. Each combination varies on how training should be conducted and whether training is the most effective option.

Instant Access to Online-Learning: As a NYS employee, you have access to an online-learning center through the Governor's Office of Employee Relations (GOER). The GOER online-learning center offers self-study courses that can be accessed 24/7 through the GOER web page. In addition, there are courses designed specifically for supervisors.
The following courses are offered:

• EAP for Supervisors
--Teaches supervisors how to use the Employee Assistance Program to address performance and behavioral problems.

• Fundemental Team and Meeting Skills
--Explains team development, team process, and how to conduct effective meetings

• Using Effective Counseling to Improve Employee Productivity
--Describes the counseling process and how it is used to address employee performance problems.

• Sexual Harassment Prevention
--Teaches the skills needed to identify and address issues of sexual harassment in the workplace.

• New York State Executive Budget Process
--Describes the phases of the New York State executive budget process, its history, and the Division of the Budget's role in the process.

• Internal Controls: Controlling Risk in the Workplace
--This course is dedicated to help NYS employees focus on the purpose of their jobs and help them understand the importance of avoiding errors, preventing fraud, and reducing waste in state government.

• Domestic Violence in the Workplace
--By the end of this course, employees will better understand domestic violence, how it can impact their colleagues, and how to respond appropriately to domestic violence in the workplace.

Fall & Winter Training Programs for Supervisors: Managing Employee Performance, Part 2 



Presenter: Julie Briggs, Assistant Vice President for Human Resources 



Course Description: This course builds on the information and skills presented during Part 1 of the two-part program and specifically addresses the formal counseling process. An overview of the disciplinary process will also be reviewed. 

Participants may register for this program with supervisor approval. Participants and their respective supervisor will receive a confirmation email for each registered program.

Fall & Winter Training Programs for Supervisors: Delivering Performance Evaluations 



Presenter: Julie Briggs, Assistant Vice President for Human Resources 



Course Description: This workshop is designed as a refresher for managers and supervisors who are required to evaluate the performance of employees. At the completion of the 3-hour workshop, supervisors will have honed their skills in writing a meaningful performance evaluation document, conducting an effective performance evaluation meeting, and identifying ways to help employees develop their skills and enhance their performance. 

Participants may register with supervisor approval for any or all of the training programs listed in this brochure. Participants and their respective supervisor will receive a confirmation email for each registered program. Participants must register for each program of interest separately.

Fall & Winter Training Programs for Supervisors: Developing Performance Programs for Employees in the classified Service 



Presenters: Julie Briggs, Assistant Vice President for Human Resources and Victoria Phipps, Assistant Director for Human Resources 



Course Description: This course helps leaders drive performance and accountability by helping people understand what is expected of them and gaining their commitment to achieving it. The program provides leaders with the technical elements of putting together an effective performance program and blends it with the need to align an employee's individual goals and talents with the overall organizational strategy. The program is specifically geared for supervisors of employees in non-teaching professional titles. 

Participants may register with supervisor approval for any or all of the training programs listed in this brochure. Participants and their respective supervisor will receive a confirmation email for each registered program. Participants must register for each program of interest separately.
