Procurement Procedure P-010 - Introduction

The State University of New York at Geneseo is one of sixty-four campuses encompassing the SUNY system.  Given the magnitude of annual expenditures for the acquisition of goods, materials, and services, the role of the procurement function is most vital.  The Procurement Services Department is the College's delegated and authorized agent for state procurement functions.  Therefore, it is appropriate to have established local, written guidelines reflective of the statutory authority granted by the State.

Effective administration of the Procurement function is essential to the College community in order to:

  • Provide for the purchase of goods, materials, and services in a timely  manner, at a competitive price, of proper quality and consistent with the needs of the College community;
  • Facilitate compliance with State flexibility regulations;
  • Provide expertise relevant to cost-effective methods, commodity information and sourcing, negotiations, and problem solving;
  • Provide professional competence in representing the University intelligently, honorably, and forthrightly; and
  • Ensure that the best value is consistently obtained given the College’s limited resources.

Procurement procedures will be revised and supplemented as required to meet new needs and conditions.
